Entries of Appearance for New Scope and Circumvention Annual Service Lists Due Oct. 27
Entries of appearance to get on Commerce’s new annual service lists for antidumping and countervailing duty scope and anti-circumvention inquiries are due Oct. 27, the agency said in a follow-up notice to its recent final rule (see 2109160058 and 2109160062). Parties on the list will receive notifications of all scope ruling applications and requests for circumvention inquiries.

Commerce intends to generate a list for each AD/CVD order or suspended investigation by Nov. 4, it said. Petitioners and foreign governments, in addition to other interested parties, must submit the initial entry of appearance to make it on.
Commerce will require interested parties that want to remain on the initial list to renew their notices of appearance annually at the time Commerce announces the opportunity to request an administrative review of the relevant AD/CVD order. Petitioners and governments are exempt from the annual renewal requirement. Parties that wish to be added may also submit initial entries of appearance at that time.
Petitioners and foreign governments will still have to amend their entries of appearance if necessary, such as for changes to their client lists, lead attorneys or contact information. Commerce each year will update the annual service lists five days after the last day of the AD/CVD order’s anniversary month.
Entries of appearance to get on the annual service list for newly issued AD/CVD orders will be due 30 days after an order is published, Commerce said.
“Commerce may update an annual inquiry service list at any time as needed based on interested parties’ amendments to their entries of appearance to remove interested parties or to update contact information,” the agency said. “Any changes or announcements pertaining to these procedures will be posted to the ACCESS website at https://access.trade.gov.”
Commerce will hold a series of information sessions on its final rule, to be announced on its website. Participation will be limited, and “the public should review the information set forth on the website regarding availability,” the agency said.
The agency is also adding the new scope application provided for in its final rule to its website, as well as to its AD/CVD resources page in ACCESS, it said.
