N320688: The tariff classification of a ceramic cup with a stuffed toy animal from China
| HTS: (1) 6912.00.4810, Free, “Ceramic tableware, kitchenware, other household articles and toilet articles, other than of porcelain or china: Tableware and kitchenware: Other: Other: Other: Other…Suitable for food or drink contact.” (2) 9503.00.0073, Free, “Tricycles, scooters, pedal cars and similar wheeled toys…dolls, other toys…puzzles of all kinds; parts and accessories thereof… ‘Children’s products’ as defined in 15 U.S.C. § 2052: Other: Labeled or determined by importer as intended for use by persons: 3 to 12 years of age.” |
| Item: The toys are principally designed for the amusement of children ages three years and older. Each cup is made of a stoneware ceramic material. The stuffed toy animals and ceramic cups are two separate items and are not attached in any way. |
| Reason: The ceramic mug with the stuffed toy animal is not a set for retail sale for classification purposes. Each item will, therefore, be classified separately under appropriate headings. |

N320563: The tariff classification of a plastic storage bin set from China

| Item: A four-piece plastic storage bin set. Each set contains the following: a mini bin (2.95-liter capacity) measuring 10.07 inches by 7.095 inches by 2.95 inches; a small bin (3.95-liter capacity) measuring 10.06 inches by 7.09 inches by 6.1 inches; a medium bin (8.45-liter capacity) measuring 14.17 inches by 10.24 inches by 6.1 inches; and a large bin (15-liter capacity) measuring 14.16 inches by 10.23 inches by 9.37 inches. The bins are formed wholly of plastic, with all except the “mini” bin having cutout handles. None of the bins will include a lid. |

N320607: The tariff classification of a quilted outdoor blanket from China

| Item: “Adventure Blanket,” is a quilted blanket intended to be used for protection against the cold while camping, attending sporting events and other outdoor activities. The quilted blanket consists of two outer layers of 20 denier “ripstop” nylon woven textile fabrics which have been treated with a water-resistant coating for protection from rain and inclement weather. Between the two outer layers of 100 percent nylon, the blanket is stuffed with 100 percent polyester batting. The rectangular quilted blanket measures 60 x 70 inches and features four thumb loops along the top and bottom side edges which are designed to make the blanket easier to drape and hold over the shoulders of the user while in a standing or sitting position. |

| Item: A frozen laboratory strain of Escherichia coli (E. coli) that carries an artificial engineered plasmid consisting of 50 percent glycerol (CAS No. 56-81-5) and 50 percent E. coli bacillus. E. coli is a Gram-negative bacterium commonly found in the natural environment. In your letter, you stated the addition of glycerol keeps the E. coli alive during transportation in dry ice and these laboratory strains are not pathogenic and are solely used for non-clinical research. |
