OFAC Sanctions More Myanmar Officials, Entity

The Office of Foreign Assets Control sanctioned 16 people and one entity connected to Myanmar’s military, which is committing human rights violations after overthrowing the country’s government earlier this year, the agency said May 17. The designations target 13 “key members” of the Myanmar military, three adult children of previously designated military officials and the State Administration Council (SAC), which was created by the military to support its overthrow of the government.

OFAC said it designated SAC for being a “political subdivision, agency, or instrumentality” of the Myanmar government. The agency sanctioned its leader, Min Aung Hlaing, in February (see 2102110020). The other designations are Myanmar officials Mahn Nyein Maung, Thein Nyunt, Sai Lone Saing, Khin Maung Swe, Ko Ko Hlaing, Tun Aung Myint, Tun Tun Naung, Than Nyein, Pwint San, Win Shein, Thein Soe, Thet Having Win and Khin Maung Yi. The designated family members of Myanmar officials are Hein Htet, Kaung Htet and Yin Min Thu.

The sanctions show the U.S.’s “commitment to work with our international partners to press the Burmese military and promote accountability for those responsible for the coup and ongoing violence,” OFAC Director Andrea Gacki said. Secretary of State Antony Blinken urged other countries to “consider imposing measures against the regime,” including arms embargoes and the termination of “commercial cooperation” with Myanmar's military-owned companies. “Unfortunately, the military regime has thus far refused to cooperate in a constructive manner and has made no attempt to restore [Myanmar] on the path to democracy, while continuing its brutal repression and violence against its people,” Blinken said.
