USDA Sets FY21 TRQs for Raw Sugar and Other Sugar Products

The Department of Agriculture announced the establishment of the tariff rate quotas for raw cane sugar and refined and specialty sugars (including syrups and molasses) for fiscal year 2021 (Oct. 1, 2020 - Sept. 30, 2021).

TRQ Limits for Raw, Refined and Specialty Sugar

The FY21 import TRQ for raw cane sugar will be established at 1,117,195 metric tons raw value (MTRV), the minimum amount to which the U.S. is committed under the World Trade Organization (WTO) Uruguay Round Agreements. The Office of the U.S. Trade Representative will allocate this TRQ among supplying countries and customs areas.

The FY21 refined and specialty sugar TRQ will be established at 162,000 MTRV for certain sugars, syrups and molasses, which is 30,000 MTRV less than the quota announced for FY20 (see 1906260017).

Specialty Sugar Portion of Refined/Specialty Sugar TRQ Consists of 5 Tranches

USDA will administer the FY21 specialty sugar portion of the refined and specialty sugar TRQ in five tranches, on a first-come, first-served basis.

The first tranche, totaling 1,656 MTRV, will open Oct. 1. All specialty sugars are eligible for entry under this tranche. The second tranche will open on Oct. 8 and be equal to 40,000 MTRV. The third tranche will be 40,000 MTRV, opening on Jan. 21, 2021; the fourth and fifth tranches, with 30,000 MTRV each, will open on April 15, 2021, and July 15, 2021, respectively. The second, third, fourth and fifth tranches will be reserved for organic sugar and other specialty sugars not currently produced commercially in the U.S. or reasonably available from domestic sources.
