Canadian Government Notices as of March 20

The government of Canada issued the following trade-related notices as of March 20 (note that some may also be given separate headlines):

  • Waiver of accounting penalties (COVID-19). The Canada Border Services Agency on March 19 issued Customs Notice 20-10, providing information regarding late accounting penalties (see 2003190064). CBSA “recognizes that the impact of this [COVID-19] pandemic may result in difficulties with submitting a timely accounting for imported goods,” it said. CBSA will be providing a 45 business day grace period for late accounting penalties. Transactions released from March 11, 2020, to May 14, 2020, inclusively, are covered.
  • Changes in requesting an extension to the 90-day period to submit corrections. The Canada Border Services Agency on March 18 issued Customs Notice 20-09, advising that effective immediately, the period of 90 days for submitting corrections, following a CBSA trade compliance verification in which errors were found, will be extended by 30 days (see 2003190063). The extension will be automatic.
  • NAFTA textile/apparel TPL utilization. Global Affairs Canada updated the 2020 NAFTA textile and apparel tariff preference level utilization rate for imports and exports.
  • Product Recalls: Thule Sleek Car Seat Adapter manufactured in China recalled, for fall hazard; Miles Glass Pitcher with Wood Lid manufactured in China recalled, for laceration hazard; Grizzly Children’s Tool Kits manufactured in China recalled, for lead in excess of allowable limits for children; Grower’s Edge Deluxe and Commercial vaporizers manufactured in Israel and China recalled, for burn, fire and electric shock hazards.
