Canadian Government Notices as of Sept. 18

The government of Canada issued the following trade-related notices as of Sept. 18 (note that some may also be given separate headlines):

  • Canada’s international transactions in securities for July 2019. Statistics Canada reports that foreign investors reduced their holdings of Canadian securities by $1.2 billion while Canadian investment in foreign securities increased to $12.5 billion for July. As a result, international transactions in securities generated a net outflow of funds of $13.6 billion from the Canadian economy in July, the largest net monthly outflow of funds to date in 2019.
  • Goods to be employed in a Noxious Atmosphere. The Canada Border Services Agency on Sept. 17 issued Memorandum D10-15-26, which has been updated to further specify how to meet the conditional relief requirement “to be employed in a noxious atmosphere” and substantiate that the goods are intended to be employed in a noxious atmosphere. Tariff items cover protective gear and clothing. The Canadian International Trade Tribunal, in its decision in AMD Ritmed v. the President of the Canada Border Services Agency (AP-2014-013-/015), established that a hospital environment is a “noxious atmosphere.”
  • NAFTA textile/apparel TPL utilization. Global affairs updated the 2019 NAFTA textile and apparel tariff preference level utilization rate for imports and exports.
  • Product Recalls: Humanscale QuickStand Lite work stations manufactured in China recalled, for injury hazard; one lot of HELIOS Flower dried cannabis manufactured in Canada recalled, for injury hazard posed by incorrect labeling of THC content.
