China Releases Retaliation Plans in Response to US Tariff Increase, Exclusion Process Announced

China will raise tariff rates on 5,140 tariff lines of U.S. goods in response to the latest escalation in the trade war, the Chinese Foreign Ministry announced May 13. The tariff increases mostly follow the lists China released last year in response to U.S. plans to add tariffs on $200 billion worth of goods from China (see 1905130002). The retaliatory tariffs were implemented last year at lower rates than were initially announced. China now plans to increase those retaliatory tariffs on June 1.

China again released four lists of goods: one for goods that will have the tariff go from 10 percent to 25 percent, one for goods that will have 20 percent tariffs, one for goods with a tariff that will go from 5 percent to 10 percent and one for goods with a tariff that will stay at 5 percent. Among the items being targeted by the Chinese are wood products, alcoholic drinks, coffee, liquified natural gas and leather goods. China also announced plans to test an exclusion process for imports from the U.S., its Foreign Ministry said, according to an unofficial translation of its notice. "The relevant party's application will exclude some eligible goods from the scope of the tariffs imposed on the United States and Canada, and adopt the exclusion measures such as refunding the tariffs and refunding the tariffs," according to the notice, which also included additional information.
