CBSA Says Phased Transition From Release Types PARS/RMD to Begin April 1

The Canada Border Services Agency is set to begin the "phased-in transition to decommissioning" legacy release options on April 1, the agency said in a March 28 email. Other Government Departments (OGD) service options pre-arrival review system (PARS), or SO 463, and release on minimum documentation (RMD), or SO 471, were set for decommissioning on April 1, 2019, but CBSA recently told members of the trade that the sunset date for OGD PARS (SO 463) and OGD RMD (SO 471) will now be in October (see 1903260049). The CBSA notice not include specific dates. At some point the agency will only allow for Single Window Initiative and Integrated Import Declaration (SO 911).

The agency expects Trade Chain Partners "who are certified and capable of transitioning their clients to the SW IID utilize the SO911 to the greatest extent possible," it said. "The CBSA will actively monitor client accounts to identify those clients not utilizing the SWI IID. Clients who are certified to use the SW IID but still opting to use the legacy SO463 and SO471 to clear shipments, may see delays in their release. During the transition, any outstanding system issues will be corrected and then available for testing commencing in early May. The transition period will proceed for several months, after which the legacy release service options will no longer be available."
