The bureau was implementing an annual mandate from a 2016 Lifeline order to provide the conditional relief where certain competitive conditions are met. It said the forbearance will apply in the counties listed in an appendix "to the extent that ETCs are not receiving federal high-cost universal service support in those areas, until 60 days after the Bureau issues a Public Notice in 2019 updating the list."
