EU, Canada, China Retaliatory Tariffs Touch on Wide Range of US Goods

New tariffs on U.S. goods exported to the European Union and Canada touch on a wide range of products, with a heavy focus on steel and aluminum products. The EU and Canadian tariffs are meant as a response to the Trump administration's decision to end the exemptions from tariffs on steel and aluminum goods from the EU, Canada and Mexico (see 1805310028). Mexico also plans to initiate new tariffs on U.S. goods, though it has not yet publicly released a list of Harmonized Tariff Schedule subheadings, a spokeswoman for the Mexican Embassy in the U.S. said. China put new tariffs in place in April in response to the Section 232 tariffs.

Canadian Tariffs

As the list currently stands, Canada will impose tariffs on $12.8 billion worth of U.S. goods starting July 1. That amount was chosen because it mirrors the amount of steel and aluminum imported into the U.S. from Canada. The Canadian proposal includes two lists of goods, the first of which will be subject to 25 percent tariffs and the second to 10 percent tariffs. These 8-digit subheadings fall in the following chapters and headings (note that not all subheadings would necessarily be covered in the headings listed below):

EU Tariffs

The EU will impose tariffs on $3.2 billion worth of U.S. goods starting June 20. An initial list includes 181 items that will be subject to 25 percent tariffs. These 8-digit subheadings fall in the following chapters and headings (note that not all subheadings would necessarily be covered in the headings listed below):

The EU notice also includes further lists that could go into effect in 2021 if the dispute were to go on that long.

Chinese Tariffs

China has already implemented tariffs in response to the U.S. Section 232 tariffs (see 1803230008). The tariffs apply to 128 products from the U.S. and add new 15 percent or 25 percent duties, according to a translated list from Covington & Burling. These 8-digit subheadings fall in the following chapters and headings (note that not all subheadings would necessarily be covered in the headings listed below):

India, Japan, Russia and Turkey

India, Japan, Russia and Turkey have all also submitted plans to impose retaliatory tariffs with the World Trade Organization, according to an unofficial timeline of recent trade actions International Trade Today obtained.
