"NECA's December proposals would result in a 5.6 percent overall increase of settlements at constant demand," but it "expects actual settlements to be lower because of projected losses of access lines and lower Non-DSL demand," the PN said: The overall effect of NECA's February proposed tax law adjustments "is a decrease of about 0.5 percent on current and proposed settlements." The bureau found the proposals reasonable after no comments were filed in response to previous PNs (see 1801170032 and 1803270050).
