to directly interconnect their networks for the termination of access traffic; or (ii) if the carrier receiving a request for direct interconnection for the termination of access traffic nevertheless prefers to receive such traffic through indirect interconnection, to bear financial responsibility for the costs of receiving traffic from the point of direct interconnection they prefer."
