TSA Requiring ACAS Compliance for Air Cargo From 5 Countries

The Transportation Security Administration is requiring participation in the Air Cargo Advance Screening (ACAS) program for six carriers operating in five Middle Eastern countries, a spokesperson said in an email. The mandatory participation applies to "carriers that operate from seven last points-of-departure airports in five countries."

"This will be required for United States-destined cargo, and part of a larger effort by TSA to raise the global aviation security baseline," the spokesperson said. "Countries, carriers and airports included in this Emergency Amendment:

  • Egypt: Egypt Air operating out of Cairo International Airport.
  • Jordan: Royal Jordanian operating out of Queen Alia International Airport.
  • Saudi Arabia: Saudia operating out of King Abdul-Aziz International Airport and King Khalid International Airport.
  • Qatar: Qatar Airways operating out of Doha International Airport
  • U.A.E: Emirates and Etihad operating out of Dubai International Airport and Abu Dhabi International Airport."

The ACAS program is typically voluntary and run by TSA and CBP. CBP is working on an interim rule for ACAS regulations, which continue to go through a lengthy review process (see 1712060064). Once the new regulations take effect, CBP will give the air cargo industry a yearlong phased implementation period. CBP didn't comment.
