Steel Wire Rod: Commerce Issues AD Duty Final Determinations for Belarus, Russia and the UAE

The Commerce Department issued its final determinations in the antidumping duty investigations on carbon and alloy steel wire rod from Belarus (A-822-806), Russia (A-821-824) and the United Arab Emirates (A-520-808).

The next step is for the International Trade Commission to make its final injury determination, currently scheduled for Jan. 5. If the ITC finds injury, Commerce will issue an AD duty order and duties will be made permanent. If the ITC finds no injury, the investigation will be terminated and all cash deposits will be refunded.

Commerce has also imposed antidumping and countervailing duty cash deposit requirements on steel wire rod from Italy, Spain, South Korea, South Africa, the United Kingdom, Turkey and Ukraine (see 1710300025 and 1709010017).

Critical Circumstances for Russia, Cash Deposits Retroactive 90 Days

Commerce continued to find that all exporters of subject merchandise in Russia increased their exports to the U.S. in the months before the preliminary determination, in an attempt to get in as much product as possible before the imposition of cash deposit requirements. The agency will continue to order retroactive suspension of liquidation and require AD duty cash deposits for subject merchandise from these companies to 90 days before the preliminary determination, i.e., June 14. Subject merchandise from Belarus and the UAE is still subject to AD duty suspension of liquidation beginning on Sept. 12.

AD Suspension of Liquidation and Cash Deposit Requirements

Commerce will instruct CBP to suspend liquidation for all entries of subject merchandise that are entered, or withdrawn from warehouse, on or after the dates listed in the tables below, and require cash deposits at the following rates:
