CBP Again Extends ACAS Pilot

CBP will again extend its Air Cargo Advance Screening (ACAS) pilot, which allows for early filing of cargo data, for another year, through July 26, 2018, the agency said (here). CBP still plans to issue a proposed rulemaking for ACAS and "will take into account the results of the pilot and the concerns of industry," it said. CBP plans to run the pilot during the regulatory process, it said. "CBP would like the pilot to continue during the rulemaking process to provide continuity in the flow of advance air cargo security information and serve as a partial stop-gap security measure," the agency said. "CBP would also like to continue to provide pilot participants with the additional opportunity to adjust and test business procedures and operations in preparation for the forthcoming rule." In May, CBP Acting Commissioner Kevin McAleenan said the proposal is already drafted but CBP is looking at how it fits with the February executive order that requires the repeal of two regulations for each new "significant" regulation (see 1702070048).
