Russia Ammonium Nitrate: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on solid fertilizer grade ammonium nitrate from Russia (A-821-811) (here). Commerce determined JSC Acron and its affiliate JSC Dorogobuzh did not undersell subject merchandise during the period of review, assigning the company a zero percent AD duty rate. Subject merchandise from Acron entered between April 1, 2014, and March 31, 2015, will be liquidated without any assessment of AD duties.

Commerce also found MCC EuroChem and its affiliates OJSC NAK Azot and OJSC Nevinnomyssky Azot did not have any shipments to the U.S. during the period of review. Any entries under EuroChem's case number will be liquidated at the all others rate.

Commerce recently revoked AD duties on ammonium nitrate from Russia effective Aug. 20, 2016 (see 1608110013), so no cash deposits are required for entries of subject merchandise after that date.
