Russia Ammonium Nitrate: Prelim Results of AD Admin Review

The Commerce Department issued the preliminary results of its antidumping duty administrative review on fertilizer grade ammonium nitrate from Russia (A-821-811) (here), calculating a zero percent AD rate for JSC Acron and its affiliate JSC Dorogobuzh. If the agency's finding is continued in the final results, importers of subject merchandise from these companies entered between April 2014 and March 2015 will not be assessed AD duties, and future entries from Acron and its affiliate will not be subject to an AD cash deposit requirement until further notice.

Export Compliance Daily combines U.S. export control news, foreign border import regulation and policy developments into a single daily information service that reliably informs its trade professional readers about important current issues affecting their operations.

Commerce also found MCC EuroChem and its affiliates OJSC NAK Azot and OJSC Nevinnomyssky Azot had no shipments during the period under review. If Commerce confirms this finding in its final results, EuroChem's AD duty cash deposit rate will not change as a result of this review. Any subject entered under Eurochem or its affiliates' AD duty case number would be liquidated at the 253.98% all others rate.

Only these two exporters for which an administrative review was requested (and their affiliates) are covered by this review. Cash deposit rates for all other exporters will not change.]

(The period of review is 04/01/14 -- 03/31/15. See notice for additional information, including the scope of the order, potential cash deposit and assessment instructions, etc.)
