Pakistan Circular Welded Pipe: Prelim CV Cash Deposit Rates Take Effect
Countervailing duty cash deposit requirements take effect April 8 for imports of circular welded carbon-quality steel pipe from Pakistan (C-535-904), after the Commerce Department found illegal subsidization in its preliminary determination (here).

Circular welded pipe from Pakistan is also the subject of an antidumping duty investigation. The preliminary AD duty determination is currently due May 31 (see 1603180011).
Scope Amended for Multi-Stenciled Pipe
Commerce amended the scope of this investigation "to clarify the inclusion of multi-stenciled pipe," it said. The modification also applies to the AD duty investigation on circular welded pipe from Pakistan, as well as ongoing AD duty investigations on circular welded pipe from Oman, the Philippines, the United Arab Emirates and Vietnam. The relevant portion of the scope now reads:
"Covered products are generally made to standard O.D. and wall thickness combinations. Pipe multi-stenciled to a standard and/or structural specification and to other specifications, such as American Petroleum Institute (API) API-5L specification, may also be covered by the scope of these investigations. In particular, such multi-stenciled merchandise is covered when it meets the physical description set forth above, and also has one or more of the following characteristics: is 32 feet in length or less; is less than 2.0 inches (50 mm) in outside diameter; has a galvanized and/or painted (e.g., polyester coated) surface finish; or has a threaded and/or coupled end finish."
CV Suspension of Liquidation and Cash Deposit Requirements
Commerce will instruct CBP to suspend liquidation for all entries of subject merchandise that are entered, or withdrawn from warehouse, for consumption on or after April 8. It will require CV duty cash deposits at the following rates:
