South Korea CTL Steel Plate: Prelim Results of AD Admin Review and New Shipper Review

The Commerce Department issued the preliminary results of its antidumping duty administrative review and concurrent new shipper review on cut-to-length carbon-quality steel plate products from South Korea (A-580-836) (here). In the administrative review, the agency calculated an AD duty rate of 1.11% for Dongkuk Steel Mill Co., Ltd. Commerce preliminarily calculated a zero percent AD duty rate for Hyundai Steel Company in the new shipper review.

Any changes to cash deposit rates for Dongkuk and Hyundai would take effect on the publication date of the final results of these reviews, currently due in July. In its final results, Commerce will set assessments of AD duties for subject merchandise exported by Dongkuk and Hyundai with a time of entry between Feb. 1, 2014 and Jan. 31, 2015.

Commerce has ordered liquidation at "as entered" rates for subject merchandise entered Feb. 1, 2014 through Jan. 31, 2015 that was exported by companies that are not under review (here). In these preliminary results, Commerce is also rescinding the review for 11 other South Korean companies.
