China Small Graphite Electrodes: Prelim Results of AD Admin Review

The Commerce Department issued the preliminary results of its antidumping duty administrative review on small diameter graphite electrodes from China (A-570-929) (here). Rates calculated in this review will be used to set assessment rates for importers of subject merchandise from three exporters that was entered February 2014 through January 2015.

Liquidation 'As Entered' for Entries from Exporters Not Subject to Review

Only three exporters for which an administrative review was requested are still covered by this review. Cash deposit rates for all other exporters will not change. Commerce ordered liquidation "as entered" for entries during the period of review from all exporters not under review (here). In these preliminary results, Commerce is also ending the review for 189 companies that had their requests for review withdrawn.

Cash Deposit Requirements

Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. If Fangda Group and Fushun Jinly continue to get a zero percent AD rates in the final results, they will not be subject to AD duty cash deposit requirements until further notice.

Assessment Rates

As part of this administrative review, Commerce will also calculate final AD duty assessments on importers of subject merchandise exported by the companies under review that was entered between Feb. 1, 2014 and Jan. 31, 2015. If these preliminary results are confirmed in the final results, importers of subject merchandise exported by Fangda Group or Fushun Jinly and entered during the period under review will not be assessed AD duties. Importers of subject merchandise from Xuzhou Jianglong would be assessed AD duties at the rate listed above.
