Raleigh opposed the WNCT request. WRAL argued that the local cable operator would drop WRAL if the waiver were granted, but the bureau said that was outside the scope of inquiry, and that Media General showed WRAL isn't significantly viewed in Greenville and Kinston, North Carolina.
