China Wood Flooring: Prelim Results of AD Admin Review

The Commerce Department issued the preliminary results of its antidumping duty administrative review on multilayered wood flooring from China (A-570-970) (here). Rates calculated in this review will be used to set assessment rates for importers of subject merchandise from 75 exporters that was entered December 2013 through November 2014.

Liquidation 'As Entered' for Entries from Exporters Not Subject to Review

Only three exporters for which an administrative review was requested are covered by this review. Cash deposit rates for all other exporters will not change. Commerce ordered liquidation "as entered" for entries during the period of review from all exporters not under review (here).

Cash Deposit Requirements

Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. If Dalian Penghong and Dalian Shumaike continue to get a zero percent AD rate in the final results, they will not be subject to AD duty cash deposit requirements until further notice.

Assessment Rates

As part of this administrative review, Commerce will also calculate final AD duty assessments on importers of subject merchandise exported by the companies under review that was entered between Dec. 1, 2013 and Nov 30, 2014. If these preliminary results are confirmed in the final results, importers of subject merchandise exported by Fine Furniture during this period will be assigned importer-specific rates. Importers of subject merchandise from the 72 "average rate" companies would pay AD duties at the 13.34% review average rate.

Dalian Penghong and Dalian Shumaike were not affiliated until April 2014. In the event that these companies continue to get a zero rate in the final results: for subject merchandise from Dalian Penghong entered December 2013 through November 2014, AD duties would not be assessed. For subject merchandise from Dalian Shumaike, duties will be assessed at the 13.34% review average rate for entries December 2013 through March 2014, and no duties will be assessed for entries April 2014 through December 2014.
