China Solar Cells: Prelim Results of AD Admin Review
The Commerce Department issued the preliminary results of its antidumping duty administrative review on crystalline silicon photovoltaic cells, whether or not assembled into modules, from China (A-570-979) (here). In the final results of this review, Commerce will set assessment rates for subject merchandise entered December 2013 through November 2014.

Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

No shipments. Commerce found the following Chinese companies did not have any exports to the U.S. during the period of review: Jiangsu Sunlink PV Technology Co., Ltd. and Shanghai JA Solar Technology Co., Ltd.. Cash deposit rates for these companies will not change, and any entries reported to be from these exporters will be assessed duties at the China-wide rate.
Assessment Rates
As part of this administrative review, Commerce will also calculate the AD duties it will assess on importers for entries of subject merchandise entered between Dec. 1, 2013 and Nov. 30, 2014. If these preliminary results are confirmed in the final results, importers of subject merchandise exported by Yingli and Trina will be assessed AD duties at importer-specific rates. Importers of subject merchandise exported by the 7.27% average rate companies will be assessed AD duties at the rates set in the final results.
