South Korea Circular Welded Pipe: Prelim Results of AD Admin Review
The Commerce Department issued the preliminary results of its antidumping duty administrative review on circular welded non-alloy steel pipe from South Korea (A-580-809) (here). Rates calculated in this review will be used to set assessment rates for importers of subject merchandise from three exporters that was entered November 2013 through October 2014.

Liquidation 'As Entered' for Entries from Exporters Not Subject to Review
Only three exporters for which an administrative review was requested are covered by this review. Cash deposit rates for all other exporters will not change. Commerce ordered liquidation "as entered" for entries during the period of review from all exporters not under review (here).
Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. If SeAH continues to get a zero percent AD rate in the final results, it will not be subject to AD duty cash deposit requirements until further notice.

Assessment Rates
As part of this administrative review, Commerce will also calculate final AD duty assessments on importers of subject merchandise exported by the companies under review that was entered between Nov. 1, 2013 and Oct. 31, 2014. If these preliminary results are confirmed in the final results, importers of subject merchandise exported by SeAH and entered during the period under review will not be assessed AD duties. Importers of subject merchandise from Husteel and HYSCO will each be assigned importer-specific assessment rates.
