Senate passage of the bill followed Librarian of Congress James Billington's Sept. 30 retirement as head of the LOC after an unlimited term that began in 1987 (see 1509250052). Deputy Librarian of Congress David Mao is acting librarian until the Senate confirms a yet-to-be-named replacement.
