China Nails: Prelim Results of AD Admin Review

The Commerce Department issued the preliminary results of its antidumping duty administrative review on steel nails from China (A-570-909) (here). In the final results of this review, Commerce will set assessment rates for steel nails from China entered August 2013 through July 2014.

Cash Deposit Requirements

Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

No shipments. Commerce found 11 Chinese companies did not have any exports to the U.S. during the period of review. Cash deposit rates for these companies will not change, and any entries reported to be from these exporters will be assessed duties at the China-wide rate.

China wide. Commerce found over 350 companies, including Shandong Oriental Cherry Hardware Group., Ltd., did not cooperate with the review, and assigned them the 118.04% China-wide rate.

Assessment Rates

As part of this administrative review, Commerce will also calculate the AD duties it will assess on importers for entries of subject merchandise entered between Aug. 1, 2013 and July 31, 2014. If these preliminary results are confirmed in the final results, importers of subject merchandise exported by Stanley will be assessed AD duties at importer-specific rates. Importers of subject merchandise exported by the 20 average rate companies and the more than 350 China-wide companies will be assessed AD duties at the rates set in the final results.
