China Calhypo: AD New Shipper Review Begins for Haixing

The Commerce Department is beginning an antidumping duty new shipper review on calcium hypochlorite from China (A-570-985) at the request of Haixing Jingmei Chemical Products Sales Co., Ltd., for merchandise exported by Haixing Jingmei and produced by its affiliate, Haixing Eno Chemical Co., Ltd. (here). Commerce will determine if Haixing is independent from state control, and therefore eligible for an estimated AD cash deposit rate other than the 200.9% China-wide rate it currently receives.

Commerce will instruct CBP to allow, at the option of the importer, the posting of a bond or security, instead of an AD duty cash deposit, for entries of subject merchandise produced by Haixing Eno and exported by Haixing Jingmei, until completion of the review.
