Liquidation 'As Entered' for Entries from Exporters Not Subject to Review
Only the five exporters for which an administrative review was requested are covered by this review. Cash deposit rates for all other exporters will not change. Commerce ordered liquidation "as entered" for entries during the period of review from all exporters for which a review was not requested, in a message sent to CBP in September 2014 (here), subsequently corrected in June (here).
Cash Deposit Requirements
For the five remaining companies, new AD duty cash deposit requirements may take effect beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:
| Exporter | AD Rate |
|---|---|
| Neimenggu Fufeng Biotechnologies Co., Ltd. (aka Inner Mongolia Fufeng Biotechnologies Co., Ltd.)/Shandong Fufeng Fermentation Co., Ltd./ Xinjiang Fufeng Biotechnologies Co., Ltd. | zero |
| Deosen Biochemical Ltd./Deosen Biochemical (Ordos) Ltd. | 5.14% |
| CP Kelco (Shandong) Biological Company Limited | 5.14% |
| Shanghai Smart Chemicals Co. Ltd. | 5.14% |
No shipments. Commerce found A.H.A. International Co., Ltd. did not have any exports to the U.S. during the period of review. If this finding is confirmed in the final results, AHA's cash deposit rate will not change in this review.
Assessment Rates
As part of this administrative review, Commerce will also calculate the AD duties it will assess on importers for entries of subject merchandise exported by the five companies under review that was entered between July 19, 2013 and June 30, 2014. If the agency makes no changes in the final results, it will liquidate all entries exported by Neimenggu without payment of AD duties.
(The period of review is 07/19/13 -- 06/30/14. See notice for additional information, including the scope of the order, potential cash deposit and assessment instructions, etc.)
