China Pencils: AD New Shipper Review Begins for Wah Yuen

The Commerce Department is beginning an antidumping duty new shipper review on cased pencils from China (A-570-827) at the request of Wah Yuen Stationery Co. Ltd., for merchandise both produced and exported by the company (here). Commerce will determine if Wah Yuen is independent from state control, and therefore eligible for an estimated AD cash deposit rate other than the 114.9% China-wide rate it currently receives.

Commerce will instruct CBP to allow, at the option of the importer, the posting of a bond or security, instead of an AD duty cash deposit, for entries of subject merchandise both produced and exported by Wah Yuen, until completion of the review.
