Taiwan Polyester Staple Fiber: Prelim Results of AD Admin Review

The Commerce Department issued the preliminary results of its antidumping duty administrative review on polyester staple fiber from Taiwan (A-583-833) (here), calculating a zero percent AD rate for Far Eastern New Century Corporation (FENC). If the agency's finding is continued in the final results, importers of subject merchandise from FENC entered between May 2013 and April 2014 will not be assessed AD duties, and future entries from FENC will not be subject to an AD cash deposit requirement until further notice.

Commerce also found Nan Ya Plastics Corporation had no shipments during the period under review. If Commerce confirms this finding in its final results, Nan Ya's AD duty cash deposit rate will not change as a result of this review. Any subject entered under Nan Ya's AD duty case number would be liquidated at the 7.31% all others rate.

These preliminary results do not change current AD duty rates, and Commerce can modify them in the final results of this review. For now, the most recent final AD rate calculated for each exporter is still applicable. If no final AD duty rate has ever been calculated for a company, then it is subject to the all others rate of 7.31%. The final results of this administrative review are currently due in July.
