Feb. 24. “I don’t foresee any major changes in First Sale coming out anytime soon,” said Boyce. “If we do, we’ll definitely, before we make any decisions, engage industry.” CBP floated an update to first sale verification measures, but the proposal was widely opposed and ultimately scrapped by CBP (see 14090816). Even without the revisions, some in the industry said the consideration of changes point to a likely increase in scrutiny of first sale claims (see 14071421).
