China Wooden Bedroom Furniture: Prelim Results of AD Admin Review and New Shipper Review
The Commerce Department issued the preliminary results of its antidumping duty administrative review and new shipper review on wooden bedroom furniture from China (A-570-890) (here). In the administrative review, which will set assessment rates on importers for entries in calendar year 2013, Commerce preliminarily found all companies under review with shipments to the U.S. did not demonstrate independence from state control, and assigned them to the China-wide entity. Commerce also preliminarily set a zero percent cash deposit rate for Wuxi Yushea in its new shipper review.

Rates Only Preliminary; Cash Deposit Rates From Previous Proceedings Still in Effect
These preliminary results do not change AD duty cash deposit rates currently in effect, nor do they set final assessments on importers. Commerce may still change its calculations when it issues the final results of this administrative review. For now, the most recent final AD rate calculated for each Chinese company is still applicable. If no final AD duty rate has ever been calculated for a company, then it is subject to the 216.01% China-wide rate. The final results of this administrative review are currently due in June.
Preliminary Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates in its 2013 administrative review:

No shipments. The agency found another 12 companies did not have any shipments to the U.S. during the period of review. If this finding is confirmed in the final results, these companies will stay at the same AD duty rates currently in place, as follows: (1) Baigou Crafts Factory Of Fengkai; (2) Clearwise Company Limited; (3) Dongguan Chengcheng Furniture Co., Ltd./Dongguan Chengcheng Furniture Co., Ltd.; (4) Dongguan Singways Furniture Co., Ltd.; (5) Eurosa (Kunshan) Co., Ltd., Eurosa Furniture Co., (Pte) Ltd.; (6) Golden Well International (HK) Ltd./Zhangzhou XYM Furniture Product Co., Ltd.; (7) Hangzhou Cadman Trading Co., Ltd./Haining Changbei Furniture Co., Ltd.; (8) Hualing Furniture (China) Co., Ltd., Tony House Manufacture (China) Co., Ltd., Buysell Investments Ltd., Tony House Industries Co., Ltd.; (9) Rizhao Sanmu Woodworking Co., Ltd.; (10) Shenyang Shining Dongxing Furniture Co., Ltd.; (11) Yeh Brothers World Trade, Inc.; and (12) Zhejiang Tianyi Scientific & Educational Equipment Co., Ltd./Zhejiang Tianyi Scientific & Educational Equipment Co., Ltd.
Shipper Review. Commerce is simultaneously conducting a new shipper review for Wuxi Yushea Furniture Co., Ltd. It preliminarily calculated a zero percent AD duty rate for subject merchandise both produced and exported by the company. If Commerce continues to find a zero percent rate for Wuxi Tushea in its final results, subject merchandise both produced and exported by the company will not be subject to AD duty cash deposit requirements until further notice.
Assessment Rates
As part of this administrative review, Commerce will also calculate the AD duties it will assess on importers for entries of subject merchandise entered between Jan. 1, 2013 and Dec. 31, 2013. Commerce said it intends to assess AD duties on entries from the China-wide exporters at the 216.01% China-wide rate.
