Russia Hot-Rolled Steel: Commerce Ends Suspension Agreement, Issues AD Duty Order

The Commerce Department is issuing an antidumping duty order on hot-rolled flat-rolled carbon-quality steel products from Russia (A-821-809) (here). The move comes after Commerce terminated an agreement suspending its AD duty investigation on hot-rolled steel from Russia that had been in place since 1999. Suspension of liquidation and AD duty cash deposit requirements take effect for entries beginning Dec. 19.

With the issuance of this order, AD duties on hot-rolled steel from Russia become permanent, and can only be ended under certain conditions, like a sunset review or a changed circumstances review. Commerce will now begin conducting annual administrative reviews on exporters of subject merchandise, if requested, to determine final assessments of AD duties on importers and make changes to AD duty cash deposit rates.

AD Suspension of Liq Instructions

Suspension of liquidation begins for all entries of subject merchandise entered on or after Dec. 19, the date 60 days after Commerce first notified Russia of its intent to terminate the suspension agreement.

AD Cash Deposit Instructions

An AD cash deposit requirement is also in effect for subject merchandise entered on or after Dec. 19. Commerce will instruct CBP to require, at the same time as importers deposit estimated duties, a cash deposit equal to the AD duty rates listed below:
