Japan Large Seamless Pipe: Prelim Results of AD Admin Review

The Commerce Department issued the preliminary results of its antidumping duty administrative review on large diameter carbon and alloy seamless standard, line and pressure pipe (over 4 1/2 inches) from Japan (A-588-850) (here). Once Commerce issues its final results, the agency will use the AD rates calculated in this review to set new cash deposit rates for some companies, as well as assessments of AD duties on importers for entries between June 2012 and May 2013.

Rates Only Preliminary; Cash Deposit Rates From Previous Proceedings Still in Effect

These AD duty rates are only preliminary, and do not change current AD duty rates. Commerce may still change its calculations when it issues the final results of this administrative review. For now, the most recent final AD rate calculated for each Japanese company is still applicable. If no final AD duty rate has ever been calculated for a company, then it is subject to the all others rate of 68.88%. The final results of this administrative review are currently due in March.

Cash Deposit Requirements

Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register.

No shipments. Commerce preliminarily found that three companies under review, JFE Steel Corporation, Nippon Steel Corporation, and NKK Tubes, did not have any shipments of subject merchandise to the U.S. during the period of review. If Commerce continues this finding in the final results, subject from these three companies will continue to enter at cash deposit rates set in the most recent previous administrative review.

Assessment Rates

Commerce will use these rates to calculate assessments of AD duties on importers for entries between June 1, 2012 and May 31, 2013. Sumitomo was assigned a penalty rate as a result of its alleged lack of cooperation. If finalized, AD duties on merchandise from Sumitomo will be assessed on importers at the 107.8% AD duty rate assigned in this review.
