China Wire Hangers: Prelim Results of AD Admin Review
The Commerce Department issued the preliminary results of its antidumping duty administrative review on steel wire garment hangers from China (A-570-918) (here). Once Commerce issues its final results, the agency will use the AD rates calculated in this review to set new cash deposit rates for some companies and assessments of AD duties on importers for entries between October 2012 and September 2013.

Rates Only Preliminary; Cash Deposit Rates From Previous Proceedings Still in Effect
These AD duty rates are only preliminary, and do not change current AD duty rates. Commerce may still change its calculations when it issues the final results of this administrative review. For now, the most recent final AD rate calculated for each Chinese company is still applicable. If no final AD duty rate has ever been calculated for a company, then it is subject to the China-wide rate of 383.6%. The final results of this administrative review are currently due in March.
Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register.

No shipments. Commerce preliminarily found that two companies under review, Hangzhou Yingqing Material Co., Ltd. and Hangzhou Qingqing Mechanical Co., Ltd., did not have any shipments of subject merchandise to the U.S. during the period of review. If Commerce continues this finding in the final results, entries from these two companies will continue to enter at rates set in the most recent previous administrative review.
China-wide entity. Commerce also found that some companies did not cooperate with review, and preliminarily assigned them the China-wide rate. These companies include Ningbo Dasheng Hanger Ind. Co., Ltd.; Shangyu Baoxiang Metal Manufactured Co., Ltd.; Shaoxing Dingli Metal Clotheshorse Co., Ltd.; Zhejiang Lucky Cloud Hanger Co., Ltd; and the affiliated companies Shaoxing Tongzhou Metal Manufactured Co., Ltd., Shaoxing Andrew Metal Manufactured Co., Ltd., and Shaoxing Gangyuan Metal Manufacture.
Assessment Rates
Commerce will use these rates to calculate assessments of AD duties on importers for entries between Oct. 1, 2012 and Sep. 30, 2013. Commerce will calculate importer-specific assessment rates for importers of subject merchandise exported by Shanghai Wells.
