Mexico Sugar: Prelim AD Cash Deposit Rates Take Effect
The Commerce Department made a preliminary affirmative antidumping determination that sugar from Mexico (A-201-845) is being sold in the U.S. at less than fair value (here). Despite having reached a preliminary deal to suspend the investigations (see 1410280027">1410280027), Commerce is directing CBP to suspend liquidation and require cash deposits of estimated AD duties, effective for subject merchandise entered on or after Nov. 3. If the suspension agreement is finalized, cash deposits will be refunded.

AD Suspension of Liquidation and Cash Deposit Requirements
Commerce will instruct CBP to suspend liquidation for all entries of subject merchandise from Mexico that are entered, or withdrawn from warehouse, for consumption on or after Nov. 3. Liquidation is already suspended for collection of countervailing duty cash deposits (see 14082919). The preliminary AD cash deposit rates, as adjusted for export subsidies found in the concurrent CV duty investigation, are as follows:
