The national emergency complies with the International Emergency Economic Powers Act. Congress also expanded the reach of the sanctions against Sudan with the Darfur Peace and Accountability Act of 2006. The country continues to pose a national security and foreign policy threat to the U.S., said Obama on Oct. 24. Obama extended the national emergency for one year.
