China Magnesia Carbon Bricks: Prelim Results of AD Admin Review
The Commerce Department issued the preliminary results of its antidumping duty administrative review on magnesia carbon bricks from China (A-570-954). The agency said Fengchi Imp. and Exp. Co., Ltd. of Haicheng City had no exports of subject merchandise to the U.S. during the period under review. If Commerce's "no shipments" finding for Fengchi is continued in the final results, the company won't get a new AD rate. Instead, subject merchandise from Fengchi will continue to enter at AD rates set in the most recent previous review.

Commerce said the other four companies under review, Puyang Refractory Co., Ltd., Fengchi Mining Co., Ltd. of Haicheng City, and Fengchi Refractories Corp., did not submit certifications that they are independent from Chinese government control. As such, Commerce is preliminarily assigning these three companies, along with 154 others, to the China-wide entity with an AD rate of 236%. Commerce will make its final decision when it issues the final results of this review, currently due in February.
(The period of review is 09/01/12 -- 08/31/13. See notice for additional information, including the scope of the order, potential cash deposit and assessment instructions, etc.)
