China Crawfish Tail Meat: Prelim Results of AD Admin Review and New Shipper Review
The Commerce Department issued the preliminary results of its antidumping duty administrative review and a new shipper review on freshwater crawfish tail meat from China (A-570-848). In the administrative review, which will set assessment rates on importers for entries between September 2012 and August 2013, Commerce preliminarily found a zero percent AD duty rate for Xiping Opeck. In the new shipper review, Commerce preliminarily assigned Hubei Nature a zero percent cash deposit rate.

Rates Only Preliminary; Cash Deposit Rates From Previous Proceedings Still in Effect
These preliminary results do not change AD duty cash deposit rates currently in effect, nor do they set final assessments on importers. If no final AD duty rate has ever been calculated for a company, then it is subject to the 223.01% China-wide rate. The final results of this administrative review are currently due in February.
Preliminary Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates in its 2012-13 administrative review:

New Shipper Review. Commerce is simultaneously conducting a new shipper review for Hubei Nature Agriculture Industry Co., Ltd. It preliminarily calculated a zero percent AD duty rate for subject merchandise both produced and exported by the company. If Commerce continues to find a zero percent rate for Hubei Nature in its final results, subject merchandise both produced and exported by the company will not be subject to AD duty cash deposit requirements until further notice.
Assessment Rates
As part of this administrative review, Commerce will also calculate the AD duties it will assess on importers for entries of subject merchandise entered between Sept. 1, 2012 and Aug. 31, 2013. If Commerce continues to find zero percent AD duty rates for Xiping Opeck in its final results, it will not assess AD duties on importers of subject merchandise from this company.
