Vietnam Frozen Fish: Prelim Results of AD Admin Review
The Commerce Department issued the preliminary results of its antidumping duty administrative review on frozen fish fillets from Vietnam (A-552-801). The agency calculated preliminary AD rates for Hung Vuong Group and 23 other companies that weren't individually reviewed.

Rates Only Preliminary; Cash Deposit Rates From Previous Proceedings Still in Effect
These preliminary results are only preliminary, and are not in effect. Commerce may still change its calculations when it issues the final results of this administrative review. For now, the most recent final AD rate calculated for each Vietnamese company is still applicable. If no final AD duty rate has ever been calculated for a company, then it is subject to the Vietnam-wide rate. The final results of this administrative review are currently due in November.
Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

Vietnam-wide Entity. Commerce preliminary found the following companies did not demonstrate independence from Vietnamese government control, and so preliminary assigned the these companies the $2.39/kg Vietnam-wide rate: East Seafoods Limited Liability Company and Anvifish Joint Stock Company.
No shipments. Commerce said four exporters certified that they made no shipments to the U.S. of subject merchandise during the period of review. As such, Commerce preliminarily decided not to calculate a new AD duty rate for the following companies: An Giang Agriculture and Food Import-Export Joint Stock Company; Golden Quality Seafood Corporation; Hoa Phat Seafood Import-Export and Processing J.S.C.; and To Chau Joint Stock Company.
Assessment Rates
As part of this administrative review, Commerce will also calculate the AD duties it will assess on importers for entries of subject merchandise entered between Aug. 1, 2012 and July 31, 2013. Commerce said it will calculate a specific AD duty rate for each importer of subject merchandise exported by Hung Vuong based on entry data. For the 23 non-individually reviewed companies and the Vietnam-wide entity companies, duties will be assessed at the rates calculated in this review (preliminarily $0.58/kg and $2.39/kg, respectively). For the four companies with no shipments, any subject merchandise entered under their case numbers will be assessed duties at the Vietnam-wide rate.
