CBP Considers Goods from Crimea to Originate in Ukraine
Goods originating in Crimea should continue to be marked as originating in Ukraine, despite claims from Russia that the disputed peninsula is now part of Russia, said CBP in a CSMS message. The U.S. has said it disapproves of Russia's efforts to take control of Crimea and considers a Crimean vote to rejoin Russia to be illegitimate. "Growth, production, or manufacture of a good in Crimea is growth, production, or manufacture of a good in Ukraine," it said.

Shipments originating from Crimea should comply with marking requirements and identify the such imports as originating in Ukraine, the agency said. "Goods which are the growth, product, or manufacture of Crimea and other areas of Ukraine should be marked as 'Product of Ukraine' or 'Made in Ukraine,' said CBP. "If the container of the imported good is marked, it may be marked, 'Contents made in Ukraine' or words similar in meaning. Articles not marked as required by law shall be subject to additional duties of 10 percent of the final appraised value unless exported or destroyed under Customs supervision prior to liquidation."
