Skrmeita said the nation’s two largest providers now control 78 percent of the low-frequency spectrum. “The FCC should take steps in the upcoming auction to limit further aggregation,” he wrote. The Incentive Auction Task Force said last week that a report and order establishing the auction’s framework will be presented to the FCC this spring (CD Jan 31 p8).
