Ed Markey, D-Mass., and Mark Pryor, D-Ark., that states “affirmatively” that congressional intent was to caption clips. “Any other standard” would go against the principles of the CVAA, the filing said. “The widespread lack of captioning on IP-delivered video programming disadvantages and marginalizes deaf and hard of hearing people."
