BIS, State Issue Third CCL-USML Transfer Rule; Make Corrections to Earlier Implementation Provisions
The Bureau of Industry and Security and the State Department each issued concurrent final rules related to the implementation of transfers from State’s U.S. Munitions List to the BIS Commerce Control List as part of export control reform.

In one set of final rules, BIS (here) and State (here) implement the third set of transfers of items from the USML to the CCL. This iteration includes military training equipment, energetic materials, personal protective equipment, shelters, articles related to launch vehicles, missiles, rockets, and military explosives, currently controlled under categories IV, V, IX, X, and XVI of the USML. The changes take effect July 1.
In a second set of final rules, BIS (here) and State (here) are correcting provisions of their July 8 final rule to implement USML-CCL transfers. That final rule, which was the second implementation rule, covered military vehicles, vessels of war, submersible vessels, oceanographic equipment; and auxiliary and miscellaneous items (see 13070814). The corrections take effect Jan. 6 along with the other provisions of the July 8 rule.
