Japan Stainless Steel Sheet and Strip: Commerce Preliminarily Finds Hitachi Metals Eligible for Zero AD Rate
The Commerce Department preliminarily found Hitachi Metals to be the successor of Hitachi Cable for antidumping duty purposes, in the preliminary results of a changed circumstances review of stainless steel sheet and strip in coils from Japan (A-588-845). The two companies recently merged and Hitachi Cable became defunct, but the former company’s production operations are nearly unchanged under Hitachi Metals. If Commerce finalizes its determination, Hitachi Metals will become subject to Hitachi Cable’s zero AD duty rate, effective for entries made on or after the date of Commerce’s final results.
