President Obama Issues Series of Trade-Related Proclamations
President Barack Obama notified Congress in a Dec. 23 letter to Speaker of the House John Boehner, R-Ohio, and president of the Senate, Vice President Joe Biden of his intent to designate Curaçao a beneficiary of the Caribbean Basin Economic Recovery Act and the Caribbean Basin Trade Partnership Act (CBTPA). After the U.S. Trade Representative determines Curaçao is making substantial progress towards implementing and following customs procedures required in CBTPA, Curaçao will be eligible to receive CBTPA benefits.

In a separate Dec. 23 proclamation (here), President Obama determined Mali meets the African Growth and Opportunity Act (AGOA) eligibility criteria, after withdrawing eligibility from Mali on Dec. 20, 2012. President Obama determined it necessary to provide duty-free access to Israel for specified quantities of certain agricultural products of Israel through Dec. 31, 2014, as part of the U.S.-Israel Free Trade Area Implementation Act of 1985. President Obama determined additional modifications to the Harmonized Tariff Schedule are needed to ensure duty reductions agreed to, in relation to rules of origin, in the U.S.-Korea Free Trade Agreement Implementation Act are able to be applied. Certain HTS modifications are also required to reflect the expiration of the Andean Trade Preference Act on July 31, 2013.
