Mexichem requested the duties in October, alleging that domestic market share have fallen “significantly,” and that Chinese imports of the refrigerant, also known as R-134a, accounted for all of this decline. Commerce is now set to make its preliminary CV duty determination by February, and its preliminary AD duty determination by April, at which point it can begin requiring cash deposits of estimated AD/CV duties.
