PHMSA Asks for Comments on Changes to Hazmat Regs for Rail Transport
The Pipeline and Hazardous Materials Safety Administration is asking for comments by Nov. 5 on possible changes to regulations on the transportation of hazardous materials by rail. The eight proposed amendments to the Hazardous Materials Regulations would:

- Give the Federal Railroad Administration more discretion to authorize the movement of non-conforming tank cars;
- Impose additional requirements on pressure relief valves (PRV) on rail cars transporting refrigerated liquid
- Relax regulatory requirements on the repair and maintenance of DOT Specification 110, DOT Specification 106, and ICC 27 tank car tanks (ton tanks);
- Relax regulatory requirement for the removal of rupture discs for inspection if the removal process would damage, or change the intended operation of the device;
- Impose new requirements on DOT Specification 111 tank cars used to transport Packing Group I and II hazardous materials
The recommendations come from both industry and National Transportation Safety Board recommendations, PHMSA said.
