at 16 CFR 1500 for requesting an exception from the commission for children’s products that exceed the 100 ppm threshold for banned hazardous materials. To qualify, the product must (1) be impracticable to manufacture without lead, (2) be unlikely to be placed in a child’s mouth or ingested, and (3) cause no measurable increase in a child’s blood lead levels. The regulatory changes are effective July 10.
