OFAC Adds to SDN List; State Names Specially Designated Global Terrorist

Iyad ag Ghali has also been named a Specially Designated Global Terrorist by the State Department. As a result, all property subject to U.S. jurisdiction in which Ghali has any interest is blocked, and U.S. persons are generally prohibited from engaging in transactions with him, or to his benefit. The State Department's Feb. 26 statement about the designation is here. Ghali is also listed by the United Nations 1267/1989 al-Qa’ida Sanctions Committee. That requires all member states to implement an assets freeze, a travel ban, and an arms embargo against Ghali.

According to the State Department's statement, Ghali is the leader of Ansar al-Dine (AAD), an organization created in 2011 and operating in Mali. It cooperates closely with al-Qa’ida in the Islamic Maghreb, a designated Foreign Terrorist Organization. He previously directed a 1990 rebellion against the Malian government, later becoming the Tuareg community's leading negotiator with the Malian President's office after the 1992 peace accords, the statement said. In 1999 and 2003, he was an intermediary in the release of western hostages held by the Salafist Group for Call and Combat. He took command of the rebel fighters responsible for attacks in military bases in Kidal, Mali in 2006, the statement said.
